people who have pets and leave them outside at night and let them bark..got woken up my a dog at 4.30, then have to try and get back to sleep

right on that one. Currently we don't have any where I live and yet there are umpteen dogs (the neighbourhood is famous for them). Used to have one next door that barked continually (poodle).

When I was a teenager, at one point we had a neighbor who had a Doberman that he kept in a very small pen in his backyard. Why he kept the dog in the small pen I'll never know; his yard was fenced and he could have let the dog run. He also never interacted with the dog; just kept him in that little pen. So of course the dog was disturbed and lonely and he barked all night, every night. It disturbed the whole neighborhood. People would call the police; they would come around and give him a ticket for disturbing the peace, and he'd just pay the ticket.
Eventually someone got into his backyard one night and shot the poor dog. Not the sort of thing I approve of, but it did give the neighborhood a few nights of peace, until the guy went out and got another dog just like it and the problem started again. This went on for a few more months until one day the guy and the dog were both gone. We found out through the grapevine that relatives had gotten a court order and got him committed to a psychiatric hospital. Apparently he was a hoarder and they had to clear a couple of dumpsters' worth of trash out of the house.

That Sonic apparently doesn't have ice cream cones anymore, just dishes.
When interstate signs lie to you and say there's a particular restaurant off a certain exit, but when you get to the exit and look to the 2nd sign for directions to the restaurant, it doesn't exist.
When interstate signs list restaurants that aren't on the main road of an exit, don't tell you what turn to take, and you can't find the darn restaurant to save your freakin' life.

Or worse when its late at night, you are exhuasted and the sign says hotel - but after driving miles there is none (it went out of business in the 50s...)..
I don't know if there is anywhere you could even report these frustrations..
