Here you have to pay 5c extra for a plastic bag.  However, they are allowed to give out paper ones for free - Canada has a lot of paper and its recyclable but its still requires energy so I think it should also be discouraged...

but paper especially brown papaer composts nicely, and adds fibre and water retenting properties to soil. i often bury cardboard in the green house to keep those thirsty tomatoes and cucumbers happy

They still sell bags for bins, often in rolls, but the plastic shopping bags that used to be in abundance are gone. Now we use canvas bags that are reuseable.
