I think now there is certainly a 'moderation in all things' applied to jewelry.  You do see the occasional competitor with ear rings, crystals in the hair, large dangling chandelier ear rings, ditto neckaces and arm bands - but I think it starts to detract and you loose the intent which is a sort of 'opulent romantic' look.

some people really go to town and if they are happy with it, that is fine. I am not that big on things. that dangle and or are weighty.  In Europe we saw many ladies who had short hairdo's put the glue in and diamontes.. looked very effective, but really the judges dont have time they can only look at your dancing.

Its a really good question as to what extent judges are influenced by costume.  Its hard to tell in the top-levels since everyone is dressed to the nines but in the syllabus ranks I have often seen drab-dressed couples beat the glitzy ones, suggesting that you are right - its all just so much vanity!
