it appears to be a cafe near Niagra...so perhaps the person just made up the name, now it will become a word in the dictionary I dare to say Tongue

in that case, unless Capn beefheart objects; I think Vuggum means;

something akin to Karma and being subject to life's slings and arrows, undeservedly and ALSO:
being ungracious- similar to scheudenfreude.

synonyms: cantankerous; vengeful;

example; after being cut up at the traffic lights he pursued the other drive with (Bad) Vuggum coursing in his veins..
